Ms. Empowered Washington D.C. is Washington D.C's official preliminary pageant to The Empowered Woman Pageant national pageants. Each year, one winner is chosen to represent the state of Wyoming at The Empowered Woman Pageant. They also receive the opportunity to represent the The Empowered Woman Pageant throughout their home states for the duration of their reign as well as a prize package selected by the Ms. Empowered Washington D.C directors.

All contestants for Ms. Empowered Washington D.C. must participate in four areas of competition: private panel interview with the judges, swimsuit, evening gown, and onstage question. Women who live in Wyoming and who are older than 21 years of age are eligible to compete in Ms. Empowered Washington D.C..
